Environment PHPRC (PHP Runtime Configuration) is a way to tell PHP exactly where to find the main php.ini file. Sometimes it can be used to change the entire location of the main php.ini file.

On some web hosts, the PHPRC environment variable can sometimes also be used to define a small PHP configuration file (per site) php.ini . (Otherwise, trying to change the location of php.ini on the shared host will do nothing but set the environment variable.) This can also be done with your local . user.ini and / or .htaccess – unfortunately this can vary from host to host.
The
Apache directive SetEnv (the mod_env part) sets only this environment variable. PHPRC is immediately available to every scripting language that pronounces these environment variables.
Why Is This Necessary For NinjaFirewall?
Installing … NinjaFirewall needs instructions for your system files (php.ini, .htaccess). In most cases, it will be safe enough to recognize your configuration and allow these changes for you
I think many NinjaFirewalls need a local config file ( php.ini in your case) that can be modified. Less or probably the PHPRC -Env-Var set is required to always find the location of this php.ini file, which can then be edited. (The special path is that specifying it might tell you … is this a path in your webspace? Or somewhere else in the filesystem?)
The SetEnv PHPRC directive for .htaccess is only required if you are actually using php.ini, which is not necessarily fully recursive, i.e. which doesn’t apply to subdirectories.
