There are more than two different GACs that you think are involved: GAC 2.0 and GAC 4.0. There are scenarios where you should not explicitly install assemblies in the global assembly cache. If you put one of the assemblies that make up the application into the global assembly cache, you cannot retry or install the application using each xcopy command to copy the site from the application directory. You also need to move the assembly to our own global assembly cache.

For deployment cases, use the Windows Installer for assemblies in the GAC. Use the Global Assembly Cache tool only in development environments as it does not provide the number of assembly checks and other features that are providedwhen using Windows Installer.
