Not all Windows 9x / ME CDs are bootable, all CDs must not contain bootable floppies, and DOS will not see the CD-ROM drive, this is only possible if the driver is loaded. OEMs are deemed to be compatible and offer snow truck CDs supplied with their systems. However, in the late 90’s, most vendors regularly subscribed to IDE / ATAPI CD-ROM hardware and wore out OEM adapter kits (OAK).
